Maryland Disability Law Center

Maryland Disability Law Center (MDLC) is a non-profit advocacy organization that works to protect the civil rights of individuals with disabilities. As the state’s designated Protection and Advocacy (P & A) agency, the organization provides a range of free legal services to individuals who suffer from disabilities, including those who live in facilities or the community, or are homeless.

About the Maryland Disability Law Center

The Maryland Disability Law Center is part of the P & A system established by Congress in 1975 as a response to the poor conditions individuals with disabilities faced within facilities. Today, the local organization advocates for the rights of persons both in and out of facilities, including those with disabilities that are:

  • Developmental
  • Intellectual
  • Psychiatric
  • Physical
  • Sensory
  • Educational
  • Related to traumatic brain injury

The Maryland Disability Law Center is funded by several agencies in Congress under a range of grants that work to protect the civil rights of individuals with disabilities. This includes P & A agencies for Development Disabilities (PADD), Individuals with Mental Illness (PAIMI), and more. MDLC also accepts donations, pro bono assistance from other attorneys in the area, and volunteer advocates.

MDLC’s Advocacy Efforts

Conveniently based in Baltimore, MDLC’s mission is to advance the rights of those with disabilities throughout the state. That means giving claimants access to the resources they need—whether that means offering advice and referrals or providing individual representation and impact litigation.

Their advocacy is focused primarily on promoting public awareness of the issues facing disabled persons state-wide, while granting these individuals:

  • Freedom from abuse and neglect
  • Freedom from unnecessary institutionalization
  • Access to education, housing, health care, and transportation
  • Technical assistance and legal assistance

As the state’s Protection & Advocacy agency, Maryland Disability Law Center has been granted the authority to investigate claims of suspected abuse and neglect for disability claimants within facilities.
