Governor O’Malley pledges to create training standards for public health and safety employees regarding individuals with intellectual disabilities. This decision follows the death of a Frederick, Maryland man with a down syndrome disability who died by suffocation after being handcuffed and placed on the floor by a police officer when he refused to leave a local movie theatre.
